Listed below are the latest driving licence application and renewal costs. Note, if you have passed your driving test here, your first full licence can only be valid for one year, thereafter you can renew your licence from any of period options.
Daglı Sigorta are now offering passport renewals through the DHL service from their offices in Karaoğlanoğlu. DHL charges are 8 euro cheaper than TNT.
Under their latest thinking, the U K Government are proposing that people are only entitled to free health care on the NHS after they have lived in the UK for six months. It is illegal for doctors to charge the Government for procedures on people who aren’t entitled to them. If hospitals are found to be doing so, they will be forced to foot the bill themselves, and fork out an extra 25 per cent as punishment. Hospitals will be able to charge patients 50 per cent more than the cost, to make a profit
The Secretary of State for Health is for the first time exercising the power to calculate charges. The Department of Health’s guidance insists patients will have to give their passport number and expiry date, nationality, GP name and NHS number to prove they are eligible for operations. Those treated in A&E as an emergency, or women who are about to give birth will not be required to fill out the forms as they are free to everyone, regardless of where they are from.
But details will be required if casualty patients need to be admitted to a hospital ward and new mothers will be chased for information after birth. People are only entitled to free health care on the NHS after they have lived in the UK for six months.
But, there are thought to be thousands of sick people coming to Britain to take advantage of the NHS. It is illegal for doctors to charge the Government for procedures for people who aren’t entitled to them.
The guidance, which is now in force, states: “From April 2015, the Secretary of State for Health is for the first time exercising the power under the National Health Service Act 2006 to calculate charges for overseas visitors on a commercial basis, which may include a reasonable profit element.”
The feelings of expats could be very strong since they have probably paid into the system all their working lives, yet witnessed people going to the UK getting all the benefits known to man and never paid a penny into the system. The time to voice your opinion is now, before it’s too late!!!
You can go onto the UK Government’s own web site and make your feelings known. The north of the island [TRNC] is in either the EU or not, but it seems we are in or out when it suits.

They have been trying to get clarification on whether expats here will be entitled to NHS treatment or not. Give them all your support on this venture as you may have to return to the UK to get hospital treatment at some time in the future and either the cost of treatment here or the cost of taking out private health cover is far too restrictive and then where will you be?
I have been advocating this for several years. Just because it is regarding your health, why would you not seek a second opinion and or price quote? After all, if you were considering an extension on your house would you only get one quote, no, I thought not! Hospitals are companies who need to make profit, without the hospital making profit the hospital will go into liquidation
Help Those With Cancer (Tulips) Ex-Pat Cancer Support Team, Jayne Matter and Pam Kennedy are concerned at how few newly diagnosed cancer patients are getting a second, or even third opinion, after their initial diagnosis of cancer.
Jayne Matter said “None of us would make any big decision without first looking at all the options. For example: How many cars did you look at and test drive before you bought the one you’re driving now? How many houses did you view before deciding on the one you are living in now? The same goes for new kitchens, bathrooms and a multitude of other decisions. Yet, newly diagnosed cancer patients here very rarely get a second opinion. They often feel rushed into immediate surgery or treatment without seeking another opinion. In most cases a few days delay in starting treatment will not make any difference to their condition. Tulips can help newly diagnosed cancer patients to get that all important second opinion and even a third opinion if the diagnosis’ are different”.
Pam Kennedy went on to say “People sometimes do not want to upset their Doctor by telling him or her that they would like to get a second opinion, but there are many reasons for doing so and most doctors will not be worried by this”.
What are the reasons for asking for a second opinion? You may have doubts about your diagnosis, or language barriers may have prevented you from understanding your diagnosis and understanding your test results. You may not be happy with the treatment that has been recommended. You may not feel that you can comfortably talk to your Doctor about your diagnosis or the recommended treatment. There are also many advantages to asking for a second opinion. If both Doctors are in agreement about your diagnosis and treatment this will help you feel more confident about their decision. You may find that you get on better with a different Doctor and have more confidence in what they say. You may be offered treatment that hasn’t been suggested before or a wider choice of treatments so that you can decide which treatment to have. Questions that have not been adequately answered by the first Doctor may be answered by the second; the Doctor’s English may also be better so that you understand more clearly the diagnosis, results of tests and recommended treatment.

The Help Those with Cancer Association (Tulips) Cancer Support Team provides information, support and guidance to cancer patients and their families.
Commercial vehicles come in all shapes and sizes. Some vehicles here are classed as commercial, when in other countries they would be classed as private vehicles. Check with the Vehicle Licensing Office before you purchase said vehicle. For instance a Ford Ranger is classed as commercial and payment to own one will be charged accordingly.
All commercial vehicles are required to have an MOT and emissions test every twelve months. To register the vehicle, you will be required to sign a declaration stating the vehicle will not be used for commercial purposes or financial reward, whilst it is in your possession. To register the vehicle in your name, you will have to pay 1920 TL and a further fee of up to 350 TL to have your names entered onto the log book and finally a 10.25 TL postage stamp.
If you are involved in a road traffic accident and you are carrying tools/building materials for reward, your insurance will be considered void and then where will you be if the police are involved?
You may have read recently, UK driving licences are the subject of some changes. One of these changes is the abolishment of the paper element of the driving licence. Car hire companies use the paper version to see if the holder has any up to date penalty points and if so the daily rental charge can be adjusted to suit the record. Driving organisations in the UK are up in arms, as car hire companies all over Europe may refuse hiring a car without an official driving record history.
The licence holder will need to ring the DVLA 24 hours before the car hire period commences and obtain a code number which the car hire company can use before the hire is due to start.

I have checked with some car hire companies in the TRNC and the outcome is they do not require the paper element for you to hire a car here.
You can of course, drive in most countries throughout the world and even hire a car whilst owning a valid Turkish/TRNC Driving licence without any difficulty. Oh the joys of having Temporary Residence here and owning a valid TRNC driving licence!!

As we get older, our agility becomes much reduced. Recently two of our readers have slipped in the bath whilst taking a shower, thus causing not only severe pain and discomfort, but in addition having the need for hospital treatment. Several thousand of ££s has been spent on hospital treatment for broken bone repair!!
We removed our own bath and decided to install a walk-in shower instead. Baths can be very slippery and most of us don’t even have a bath non slip mat to stand on.
Why take unnecessary risks when a solution to safety is on hand? Accidents can easily be avoided.
Most people do not know that you can apply for a six  month Temporary Residence if it suits. The cost is 133 TL and the process is the same as applying for your normal 1 or 2 year’s application.

Yet again there is a fundamental change when making alterations to your car log book. Once you have got the seller’s Mukhtar to confirm the TR 2 form, you now only have one  week to process the alteration at the Vehicle Registration Office in Lefkosa. This has now become the norm from the previous three  weeks.

A marriage partner who earns less than £10600.00 pa can apply to have part of their free allowance up to a maximum of £1060 pa transferred to their spouse, providing the recipients tax payment is at the standard rate.
You can register your interest by applying online at www.gov.uk/marriage-allowance. If the maximum allowance is available, the recipient partners he/she, paying tax can receive £212.00 via change in the P.A.Y.E. code. There is nothing else to do but wait for a reply which should take no longer than 14 working days.
So go and get the money you may be entitled to, you’ve nothing to lose.

Windows and Doors.
As you know, we are experiencing some very hot weather at the moment and we are all trying to keep ourselves and our homes as cool as possible. Remember to close all the doors and windows when going out to help avoid burglaries. If you experience a break in and the point of entry is through an open window or door in all probability your insurance company will not recompense you, because there are no signs of forced entry, which will be entered in the official police report.

Readers should be aware; there are several fake 50 TL “Bank notes” currently in circulation. They can be easily identified by the “note number” on the reverse side of the note. If the “Bank note” numbers end with 007 the notes are FAKE, so be aware!!!!!!
I would highly recommend that you do call the police when another vehicle is involved, this should help protect your no claims bonus. Some insurance companies are not meeting their obligation of payment unless a police report is submitted with your claim application.
As you may know, the collection of plastic bottle tops go towards helping to purchase a wheelchair for those who need one. Don’t Swap Your Sunbed for a Hospital Bed
The likelihood of getting skin related cancer is more likely in hotter climates than back in the UK, and the strength of the sun can be particularly strong here in Cyprus. It is therefore even more important that you take good care of your skin and protect it whenever you can!
Listed below is some useful information that will help identify potential skin cancer before it takes hold.
WHAT TYPES OF SKIN CANCER ARE THERE?
There are varying types of skin cancer. Dermatologists describe these as melanoma or non-melanoma skin cancers.
Melanoma (cancerous moles) has, in general, the most potential of causing serious health problems if not treated early.
WHY IS IT IMPORTANT TO DETECT SKIN CANCER EARLY ON?
If a melanoma is detected and treated early, before it has a chance to spread deep into the skin or to lymph glands and other parts of the body, there is a higher chance of the patient doing well and having no further problems.
Around three in every four people diagnosed and treated with melanoma have no further problems once the cancerous mole is removed.
HOW OFTEN SHOULD YOU CHECK YOUR MOLES?
It is recommended that people examine their own skin every month. People with fair skin, who burn easily, and people with lots of moles should take particular care, as these people are more likely to develop skin cancer.
WHAT SHOULD YOU BE CHECKING FOR WHEN YOU EXAMINE YOUR MOLES?
First, look for any new moles. Second, look for changes in existing moles. These changes can be remembered by the ABCDE rules:
Asymmetry. The shape of the mole is not even in the two halves.
Border. The edge of the mole is irregular.
Colour. There may be different colours within a mole – pink, brown, black or white. In general, if a mole has 3 or more colours within, then it needs to be assessed by an expert. Any change in colour should also trigger a visit to the doctor.
Diameter. Cancerous moles are usually bigger than 6mm in diameter. Also, any increase in size should be noted.
Expert. If in any doubt, seek advice from your doctor. If your GP is concerned, then you will be referred to a dermatologist.
TIPS ON KEEPING TRACK OF MOLE CHANGES?
Taking digital photographs of the skin can be a useful aid in monitoring any changes in existing moles or the development of new moles.
Ideally photos of all the body areas should be recorded – chest, tummy, upper and lower legs (front and back), back, arms, face and scalp.
Having a friend, partner or family member to help “spot the difference” can make things easier, especially for areas such as the back and scalp.
IS THERE ANYTHING ELSE, OTHER THAN MOLES THAT COULD BE A SIGN OF SKIN CANCER?
Often a melanoma looks like a flat discoloured brown or black patch that spreads out over time. Other melanomas present as discoloured lumps on the skin. Sometimes a melanoma can present with a new bleeding lump on the skin.
Aside from melanoma, there are other types of skin cancer that look different. These may present as a new crusted or bleeding patch or lump or as an ulcer or break in the skin. As with melanoma, the earlier these other types of skin cancer are detected, the better.
WHEN SHOULD YOU SEEK MEDICAL HELP?
As soon as you notice a new mole or any of the above changes in a mole.
WHAT ARE THE KEY STEPS TO REDUCE YOUR RISK OF SKIN CANCER?
Check your skin regularly. If in any doubt about any changes in a mole, seek expert help.
Avoid sunburn of your skin. Use a sunscreen of at least SPF30, with UVA protection too.
Use twice as much sunscreen as you think you need – most people apply it far too thinly. Make sure you re-apply every hour or so, especially if sweating or after swimming.
Stay out of the sun between 11am and 3pm.
Keep babies and children out of the sun. Use UV protective suits and hats with brims and keep them in the shade where possible.

“Citizens Advice Cyprus” would like to advise expatriate residents in North Cyprus of the latest news regarding Residency Applications.
If you are 60 years and above, you no longer need to apply for a two yearly Residency stamp in your passport. You are free to enter and exit the TRNC as often as you want and elderly people can stay here for as long as they wish.
With regard to the TRNC Driving Licence, a Residency stamp has always been required at the Kyrenia Tax Office when applying for a driving licence renewal. They have now confirmed that expatriate residents, who are 60 years and over will only need to provide a copy of their passport and a letter from their Muhtar. You will need to show your Muhtar proof of identity and your address. When the Muhtar has confirmed in writing that he has verified your Kocan or rental agreement, the Tax office will process your driving application.
Driving Licence application forms are now available in English at your local Tax office and can also be collected from the Citizens Advice Cyprus Office in Karakum. Application forms can also be collected from me at the Lambousa Saturday Market.

Please be aware, with effect from Monday the 26.05 2014 through to Sunday the 14th September 2014 Chemist summertime opening hours have changed and are now 08.00 – 13.30 and 17.00 – 19.00 hrs on Monday to Friday. Saturday opening hours are 08.00 -13.30 hrs. Emergency chemists will remain open all day on Saturdays and Sundays.

The cost of renewing a Temporary Residence Permit is now 250TL per annum, plus 12TL stamps.
The hours of opening for processing your permit are 0800 – 1600 hrs Monday to Friday. On Thursday each week, the office is closed for lunch from 12.30 through to 1400 hrs
The Government is giving further thought into the possibility of re-introducing Permanent Residence. The criteria may well be, five  Temporary Residence stamps [uninterrupted] and the application to be made in the following year. The “white card” holders will benefit from the same facilities as a Citizen, but not able to vote in elections here. State Hospital facilities will also be available to card holders at no cost to the holder. Those who have chosen not to renew their Temporary Residence may well have to start the procedure all over again when applying for Permanent Residence. The White card facility does not apply to Work Permit holders at the moment and more thought is going into what can be made available to these people.
A further requirement being considered for Permanent Residence is that you will not be permitted to leave the TRNC for more than 200 days over a five  year period, as more time out of the Country will mean the Permanent Residence facility being withdrawn.
No time for the introduction of Permanent Residence has been set because it is only at the discussion stage at the moment and you know what the TRNC is like!!

There is a public holiday on the 19th of May when Government/local Government and Bank offices will be closed for the day.
The changes in calculating motor insurance premiums are starting to settle down now. Some people have seen their premiums increase, but some drivers have seen their premiums decrease., Calculations are now based on engine size, age of the driver, value of the vehicle and whether people want any driver or not. Insurance companies cannot quote lower than the set criteria as this is not permitted. Beware of companies offering discounts on motor insurance as their prices may be inflated to start with, which will then allow them to give a discount.
Water Softener and Lime scale Reducer
A short while ago we had a small lime scale reducer and water softener device fitted to our mains water supply. Since it was installed, the water is much softer, the kettle does not fur up, shower heads remain in full working order and we have saved up to 50% on our washing powder purchases.
The device is something you may wish to have fitted in your home and benefit from softer water. The device is only £250.00 supplied and fitted.

Those of you who have decided to re-write a Will yourself, upon registering the new one with the Registrar; you must take stamps totalling 46TL, plus a further 1x 6TL stamp!! All pages must be signed by you and the two  witnesses, otherwise your new Will cannot be registered with the Registrar. Remember, all signatures MUST be in BLUE ink [not black as used in the UK], otherwise your Will cannot be accepted by the Registrar!!!!!
The price of adding a name onto your Log Book has gone up yet again. The new price is now 325TL plus a 10TL stamp. Always remember, when purchasing an alternative vehicle, always have all your names entered onto the Log Book when registering the new purchase, it will save you lots of money and heartache if one of the owners passes away.
MOTOR/MOTOR CYCLE INSURANCE
With effect from Monday the 3rd March 2014, all motor vehicle and motor cycle insurance calculations have changed.
The TRNC Insurance Association has bought into line their vehicle premium calculations, similar to the system operating in the UK.
Full comprehensive insurance premiums are now calculated taking into account:-
ENGINE SIZE OF THE MACHINE
VALUE OF THE VEHICLE
PREVIOUS INSURANCE CLAIMS
If you wish to take out full comprehensive insurance, it is still mandatory to take out third party insurance as well. Policy documents can only be produced if all the relevant criteria has been entered into the computer system. There is no deviation and all insurance companies must follow the same procedure. Any deviation from the set procedure will result in the insurance company being fined for every inaccurate policy produced.
If you intend to shop around for the best deal, you will find that all quotations will be exactly the same!! The only difference could be the level of service provided. Dagli Sigorta is the market leader regarding the level of service their customers enjoy.
There is an award for good driving and owners can benefit from a no claims discount facility.
After the first year, if there has not been a claim made against the policy, drivers will benefit from a 10% discount on their renewal. A further 10% discount per year will be added for a clear record, year on year, up to a maximum of 40%. If a claim is made, all discount claims will be wiped off the owner’s record and you will need to start accumulating a clean record again!! If a company was offering a higher no claims discount over the 40% maximum, they will need to adjust their premiums in order to fall in line with everyone else.
Third party insurance does not benefit from any of the no claims discount facilities and the premiums are also subject to the engine size criteria.
Insurance companies now link into each other, and will eventually link into Police Authority records. Drivers who have failed to comply with the ROAD TRAFFIC ACT, and are caught using the phone whilst driving, or driving whilst over the alcohol limit for example, will mean the no claims history will be erased. All insurance companies are sharing information, so no one will be able to “beat” the system!!!!!!
Under the new system, drivers will have their premiums either reduced or increased, depending on the driver’s personal/car criteria. All drivers face the same pricing calculation whatever insurance agency you choose!!
If you suffer a road traffic accident and no one is injured, or if the accident has not involved an official car, or there is not a driver dispute, there will not be a need to inform the police. However, if you are involved in a motor incident with another vehicle and they are at fault, we recommend that Dagli Sigorta customers inform me [0533 844 3403] and the police [155 telling them there is a dispute]. Because the guilty party may decide to change their story, and claim the accident was your fault. This may affect your no claims bonus. With effect from the 1st May 2014, the old £50.00 bank notes [sterling] will become obsolete in the TRNC. The only way to change these notes into the new notes from 1st May this year, is by way of handing them to a bank here, who will then send them to the Central Bank in Turkey for changing into legal tender. The Central Bank will then send the exchanged notes to the bank you first gave them to, for changing. This could take weeks!!
Banks and Money Exchanges will not recognise them as legal tender from this date. Take care when receiving £50.00 notes in your purchase change, some people will try and off load them on you. Remember when the current Lira coins changed?????
The U K Chancellor has used his latest Budget to announce a switchover in 2017, of the current £1 coin presently in circulation to a newly designed 12 sided £1 coin. The new design is similar to the old three penny coin which was taken out of circulation in 1971. I know this announcement is some distance away, but if you do not want to be off loaded with obsolete coins in 2017, you will need to keep the changeover fixed in your mind. Of course, English currency smaller than a £5.00 note is not recognised in the TRNC anyway.

The new on line facilities for obtaining a Turkish entry visa are suspended until 1st January 2015. If you are entering Turkey, the old system of paying for your visa is still by way of the old method. The only currency accepted is Sterling, or Euro, or by an accepted credit card [not a “Card Plus” Card at the moment].
The Government announced earlier this year, that a reduction in the 3% property tax for properties for first time buyers who have not yet registered their property, will be lowered in March to a new 1% tax levy. This will remain in force up until July 2014. Because the amendment has not been “rubber stamped” by President Eroglu yet, the 3% tax levy still remains in operation at the moment.
If you are currently going through your title deeds application, maybe you should hold fire for a while, because in the next couple of weeks or so, the reduction of tax will be ratified by him.
