Hi, how can you pay for a permit if not in country? and if you can’t does monthly increase apply when you return to country and pay?

You will need to find someone who can go to the office in Girne and pay for you.
The fines unpaid are not excessive, so nothing to worry about, but without the up to date permit you may not be able to get a gas delivery.
